Certain vehicles fail to comply with the requirements of CMVSS 114 - Locking and Immobilization Systems. The steering wheel lock may engage with the ignition in the "OFF" position, even if the transmission is out of the "PARK" position.
Safety Risk

Remedy
Dealers will inspect and, if required, replace the steering wheel lock assembly.
