The Harley-Davidson FLHTCUL has 4 recalls covering 2015 through 2019 model years, with the most serious being a clutch defect on 2015 and 2016 models where the clutch cannot fully disengage, allowing the motorcycle to move unexpectedly while in gear with the engine running.
The 2015 model year also has a saddlebag latch issue where the bag can separate from the motorcycle while riding and become a road hazard for other vehicles. On 2017-2019 models equipped with a Harley-Davidson Detachable Tour-Pak Luggage Conversion Kit, the installation leaves the motorcycle without rear red reflectors, reducing its visibility to drivers behind it at night or in low-light conditions.
