The 1999 Volkswagen Passat has 7 recalls, the most serious involving multiple fire risks: a damaged underbody heat shield that can contact the exhaust system, and a fuel line vulnerability that can lead to fuel leakage near ignition sources. A separate fuel system concern affects vehicles driven on a flat tire until the tire disintegrates, which can abrade the fuel tank filler neck and cause fuel to leak, also raising the risk of fire. On the steering side, tie rod seals may not seat properly, allowing moisture and dust into the swivel bearing over time and gradually reducing steering control. There is also a brake concern on automatic transmission models: in temperatures below about -4 degrees Fahrenheit, a control valve in the vacuum hose between the brake booster and intake manifold can fail to open or close fully, reducing the power assist available to the brakes and requiring greater pedal effort to stop the vehicle.
