The clutch issue affects a wide range of Touring models across the 2017-2018 model years, and if the clutch sticks engaged, the rider may be unable to stop or slow the bike as expected. The second recall applies to bikes fitted with a Harley-Davidson Detachable Tour-Pak Luggage Conversion Kit: when that kit is installed, the rear red reflectors may be missing, making the motorcycle harder for other drivers to see from behind, particularly at night.
