BMW of North America, LLC (BMW) is recalling certain model year 2016-2017 X1 sDrive28i, X1 xDrive28i, MINI Hardtop 4 Door Cooper, Mini Hardtop 4 Door Cooper S, MINI Cooper Clubman, and Cooper S Clubman, 2017 Rolls-Royce Ghost, and 2016 528i vehicles. The vehicle-sensitive locking mechanism of the seat belt Emergency Locking Retractor (ELR) for the driver's seat may not lock as designed. As such, these vehicles fail to comply with the requirements of the Federal Motor Vehicle Safety Standard (FMVSS) number 209, "Seat Belt Assemblies."

On certain vehicles, the transmission may shift from Driver Shift Control (manual) to Sport (automatic shifting) unexpectedly. If the driver was slowing the vehicle using DSC (manual) mode to achieve engine braking, engine braking would be cancelled without warning. In conjunction with traffic and road conditions, and the driver’s reactions, this could increase the risk of a crash causing property damage and/or personal injury.

ON 1993-94 MODELS, THE RADIATOR FAN MOTOR SHAFT COULD SEIZE AND RENDER THE FAN MOTOR INOPERATIVE. 1994-95 MODELS COULD EXPERIENCE A CONDITION WHEREBY THE LOCK NUT SECURING THE RADIATOR FAN BLADE HUB TO THE MOTOR COULD LOSE ITS REQUIRED TORQUE. A LOOSE LOCK NUT COULD CAUSE THE FAN HUB TO LOOSEN FROM THE SHAFT AND CAUSE THE BELT PULLEY TO RUN "OFF-CENTER". THIS IN TURN COULD CAUSE THE FAN BELT TO DISCONNECT OR BREAK. EITHER OF THE ABOVE CONDITIONS COULD RESULT IN ENGINE OVERHEATING AND STALLING. A VEHICLE STALLING IN TRAFFIC COULD CAUSE AN ACCIDENT.
